1. No, this in not possible due to zonal regulation.
2. For each Regulation block there is a specific ratio of function regulation (Residential : Public amenities). See Appendix 2: Southbank Bratislava_Masterplan presentation (PDF) - page 15. / 16. The exact ratio between Retail and Office (altogether considered as a Public amenities) is not required. At the same time please keep in mind, that Retail units should be placed only where a high number and frequency of people is expected (facing the main streets / public spaces)
